HEATHER CROWDER serves as Vice President and General Tax Officer for Phillips 66 (NYSE: PSX), a Fortune 50 diversified energy manufacturing and logistics company headquartered in Houston, Texas.Crowder has extensive experience with companies across the energy supply chain including drilling services, renewables, upstream, midstream and downstream, both domestic and international. In addition to her tax work, she has spent significant time in Washington, D.C. working with policy makers on the business impact of tax laws on the energy industry. Before joining Phillips 66 in 2016, Crowder served as Managing Tax Counsel, Corporate for ConocoPhillips for five years. Prior to that, she worked in a number of leadership roles over her 15-year career at KPMG, ultimately serving as a tax partner at the firm. In November 2020, Crowder became the first woman appointed to the Board of Directors for DCP Midstream, LP – a natural gas logistics, marketing, gathering company operating across nine U.S. states and remained until its acquisition by Phillips 66 in 2022. She is involved in several professional and civic organizations — currently chairing American Petroleum Institute’s (API) General Tax Committee and serving on the Boards of Houston Habitat for Humanity and Houston Zoo. Crowder holds a bachelor’s degree from Boston College and a Juris Doctorate from the University of Texas School of Law.
